On the London Underground, what does the announcement "Inspector Sams report to the control room" mean?

sounds like a coded message, and is pre-recorded and repeated about six times in a row. Needs a reference..

Yeah it's inspector sands, and its code for a fire alarm going off somewhere that needs to be checked.

I was at St Pancras last year and they were playing it over and over to test the new station, and because of the Eurostar they'd recorded it in English and French which was kind of weird…
